As the Monarchs came out, decks became rather crowded with monsters requiring one tribute. The Monarchs just tended to be more efficient.
Lily has never been a particularly viable card.

Injection Fairy Lily became less popular as more powerful Archetypes and the Synchro Monster element was released. Konami deemed it less powerful now than it was back then, where players mostly depended on brute force to overcome the opponent, and removed the Limitation on it. Jinzo although not as popular as Royal Decree is still used in various "Lockdown" strategy Decks, the most infamous including the "Horus Lockdown". Jinzo is constantly being moved in the Forbidden/Limited Card Lists.
