the hood latch is not releasing
this could be due to a stuck/broken hood latch or something wrong with the release mechanism (broken/stuck cable, handle came off of cable, etc...)
use screwdriver(s) through your grille to pull the lever that would be pulled from the cable.
best thing to do is get a new hood latch from local parts store and look at it to figure out how it works so you know just what to press/pull/activate on the car

On the inside under the steering wheel there is a latch, then when it is poped up, to open it completely look under the hood and there is a lever just left of the center of the hood.
I had the same problem had someone push down hard on the front hood while I pulled the inside hood release then put wd 40 lubricant.
No, there is no similarity. On the 1999 Explorer the fuse panel is on the end of the dash visible with the driver's door open. On the 1999 Expedition the fuse panel is below the dash on the driver's side and it is a different shape.
When you open your hood , does the underhood light come on ? If not , it sounds like a dead battery or a poor cable connection to the battery
Check under the hood near the battery, there should be a black rectangular box with a lid that flips open. This is the power distrobution box. Your relays will be in there.
