The "white stuff" is uric acid. Chickens do not urinate, they expel the waste acid as a white powder or white/grey paste along with their feces. If your chicken is "pooping" white then it is getting rid of ammonia. The lack of eating and drinking is why the feces is mostly white and you should check for crop impaction or respiratory ailments. Crop impaction is much harder to deal with by a novice bird owner, there are several websites that can help show you with pictures how to clean out an impacted crop with tube cleaning. Respiratory disease can be fixed and an immediate fix is to wipe away any mucus from the beak and nostrils. Add two teaspoons of cider vinegar to each gallon of drinking water (the whole flock will benefit from this) for the next 3 days. More is NOT better. Cider vinegar will help clear mucous build-up and give the bird an appetite.
