First and for most you should contact your vet. If you don't have the money, contact your local shelter they may offer discounted services. Also, check with your local pet store, they may have a low cost clinic that come once a month. I have found them very helpful (and cheap) in the past.

It's probably because it's old. My dog is 12-1/2 and he has bumps all over. The veterinarian says they are benign. You really should have your dog looked at by a vet because they can get skin cancers.

According to the last book on allergies I read; the answer is yes! You can be allergic to dog saliva. In one case, a girl dancing cheek to cheek with a boy whose dog had licked his face had a reaction; she got red itchy bumps that went away after she washed her face.
