A dogs stomach may be hot for various reasons. They could either have just exercised, had recently ate food, or they could be physically hot.
This has happened to my dog before...He/She is hot because they are sick, likely to have a fever. Same with us, humans. Don't our foreheads get hot when we have a fever? I would take your dog to the vet to let them check him/her. Good luck, I hope I've helped a bit. :)
