If you check the fuses and relays and you certain they work, the next step would be to check if the motor that pop up the lights work. You can use a volt meter to see if it has power. You can also check that cables to see if they broke off, maybe a bad ground. Can also apply direct current to the head light from your car battery to see if it works.
