Check the water, If its full, Flush the cooling system, Use three times the reccomended amount. Flushes are intended for service/maintenance. If your are already having signs of stoppage, Then it will take A lot, IF IT WORKS>
Because it needs a new blower motor resistor.
Replace heater motor resistor.

Failed blower motor, resistor or switch.
when a blower motor only works on high, it is usually due to faulty resistor board. Should be located in the duct near the blower. the purpose of this is so the air blown by the blower keeps the resistors cool.
Assuming the switches are still working, the factory alarm should shut off if you unlock either the drivers door or liftgate with the key.
I think you can. I have never tired to drive one with no fluid, but I do have a Dodge caravan that I use for farm use and the power steering does not work. It is hard to steer when you are pulling out of the driveway, but once you get on the highway it works fine. You hardly notice the difference.

Dodges are good for blowing fuses. If that is not it, the fan switch might need replaced.
Check the bulbs they are double filamented with the smaller being used for the stop lights
my 2005 dodge caravan front blower worked in the pm for the last time the back one still works. found the fuse box under the hood is there another inside the van?
remove tail light, remove burnt bulb, replace burnt bulb, test if it works, then put tail light back on....
