It sounds like your kitten has a respiratory infection. Take it to a vet and they will give you an oral antibiotic to give to your kitten twice a day for about a week. It will clear it right up. Distemper is a common illness in young kittens that usually gets passed from the mother. It is very inexpensive to treat.
Try and get it to drink some water as it might be dehydrated.
If this really doesn't work, call your vet.
If your cat is breathing faster than normal it could mean that it is overheated. Get your cat inside or out of the heat as soon as possible.
