Synopsis

Inayat Khan (Sanjay Dutt) is a police officer responsible for the security of Kashmir. One day, his young son Irfaan (Yogin Soni) suffers an accident and because of a fatwa of the leader of a terrorist group, no doctor treats the child and he dies. While trying to wipe out the group of terrorists, Khan and his men accidentally end up killing an entire family along with the criminals. A young boy named Altaaf is the only member of the family who survives. He is severely traumatized by seeing his parents die before his eyes and is haunted by the memory of the masked face of one of the police officers who shot at his family; as it turns out, that police officer happened to be Khan. Khan's wife Neelima (Sonali Kulkarni), having just lost Irfaan and feeling sorry for Altaaf, attempts to persuade Khan to let them adopt the boy. Khan, despite his fear that Altaaf may one day discover the truth and blame Khan for killing his family, reluctantly agrees.

Just when Altaaf seems to have settled down in his new home and has accepted Khan and Neelima as his parents, he one day finds Khan's mask in the house and realizes that it was Khan who had killed his family. After an unsuccessful attempt on Khan's life, Altaaf runs away and is found and brought up by a terrorist group led by Hilal Kohistani (Jackie Shroff), who brainwashes him into thinking that he and his men act according to Islamic principles and trains him to become a terrorist. Now an adult, Altaaf (Hrithik Roshan) is assigned the task of completing "Mission Kashmir," a plan of Hilal's that involves- or so Altaaf is told- killing the Indian Prime Minister. Hilal uses Altaaf's hatred of Khan as a means to achieve his own goals, all the while encouraging Altaaf to target Khan. Altaaf visits his childhood friend Sufiya Parvez (Preity Zinta) and though he falls in love with her, he still uses her to try and make Hilal's side plans successful. He makes another unsuccessful attempt on Khan's life, and in the process Khan recognizes him and begins trying to track him down.

Eventually Khan, now an Inspector General for Kashmir, manages to invade one of Hilal's men's hideouts and discovers evidence and information about "Mission Kashmir." After going through some cassette tapes he realizes that "Mission Kashmir" really has nothing at all to do with the death of the Indian Prime Minister: instead, Hilal's true intention is to target and bomb a Muslim mosque and a Hindu temple in order to unleash Hindu-Muslim conflict across the subcontinent, thereby dividing India and destroying Kashmir. Hilal deliberately does not tell Altaaf what "Mission Kashmir" really is, knowing that Altaaf would not support it and would try to stop it.

The climax of the film depicts a weary Khan attempting to convince an enraged, hate-filled Altaaf that even though his mistake had ruined his adopted son's life, Altaaf's mistake of following the terrorists will ruin the lives of all Kashmiris and lead to the destruction of the entire Indian sub-continent.
