1.9ghz is a bit low to be honest. You should probably be looking for something in and around the 2.5ghz mark and even then, if your budget allows it you could probably go for something around 3ghz. 2 gig of ram is fine. If its XP that's pretty good, you wont have much trouble with that, if its vista its still fine, but it wont be just as good. But 2 gig is fine.
It depends on how much money you are willing to spend so if you have alot i would recommend a quad-core 1.68 GHZ or above processor ,a 500 gig SATA harddrive and 8 gig (800Mhz or above) memory. If you don't have so much money because that will cost anything from R20000-R40000 , I would recommend a laptop with a 1.68 Ghz core 2 due processor , 2gig (575 mhz) memory and a 160 - 250 gig sata (don't go for a IDE drive , they are very slow) hard-drive HOPE THAT HELPS!

No. Memory is a way for the computer to store things so it can access them quickly. The processor is used to compute and crunch numbers to decide what to do. Having more memory or a faster processor are both good things, but they are completely different. A 3 ghz with one gig of ram would probably be the faster option.

Very rarely should your processor reach 100% utilization. If you are looking at it running at full capacity 50% of the time, it is definitely time for an upgrade.
