You might be affected with a micropenis, which should've been diagnosed at birth. Ask your parents. If you are growing in all other ways through puberty and you have hair under your arms and around your penis then you may need some hormonal treatment. You can visit your doctor and he/she will know what to do. If you have not started growing taller and have no pubic hair then you may just be late at starting puberty. It will grow when you start.

∙ 12y agoThere is no easy way to make your penis longer but there is still time for it to grow before puberty finishes. Don't be tempted to waste money on penis enhancement products on the internet (or elsewhere) as there is no evidence that any of the do anything. Surgery could work but no reputable doctor would perform this until you were an adult and there was no longer any chance that your penis might still grow by itself. Also remember that "it isn't how big it is but what you do with it that matters" and two and a half inches is biologically big enough for anything you want to do with it.

You still have some growing to do in general and that should include your penis. Average adult is 6 to 7 inches and I would expect you to be in that range. There is no point in worrying about it, we all get what we get.
