1963 Chevrolet Impala will start by shorting the starter but it will not start with the key what could be wrong?

On the inside of the car on the top lower end of the steering column is the neutral safety switch. It will have 2 purple wires. If you jumper the two and then try to crank it with the key and it starts then the neutral safety switch is defective.
