black smoke from the exhaust may suggest the engine is running rich, meaning there is too much fuel entering the engine. The black smoke is unburnt fuel leaving the exhaust. There are a few different reasons this might happen, start off with a good service using the correct oil and be sure to replace the air filter as it may be partially blocked. if this does not fix it you may requir a replacement mass airflow sensor. another reason may be the injectors. This is all presuming you havent made any modifications to the engine or ECU.
There is several possibilities that can cause smoke from the exhaust. Stopped up cylinder head return drains, valve stem seals, and a defective PCV system to name a few.

Sounds like you are getting coolant into a cylinder , is your coolant level dropping ? Could be a bad head gasket , warped or cracked head
A 1984 Dodge 360 blowing oil and white smoke could be a combination of problems. Check the engine oil for water mixed in, and for low engine coolant. Check the pcv valve for a clog. Check engine compression for a possible blown head gasket.

Doesn't sound like carb. If it were running rich you would be getting black smoke Check coolant level and oil -- sounds more like head gasket
