Sounds like a faulty door switch on the drivers side.
If the headlights are not working correctly on a 1990 Corvette, the fuses or lights could be going out. Replace the old fuses and check that all wires connected to the lights are functioning correctly.
i bet it wouldn't be hard to put the headlights on the radeo power that comes on when the ignition is on...
Check parking light fuse - should be the same circuit
Turn the headlights on the whole way, then push the headlight knob back in, leaving the parking lights still lit. This will hold the headlights up, without having them turned on.

if you've tried hitting the high/low beam switch & headlights are out on both, then a bad headlight switch or headlight switch plug or high/low beam switch plug not fully engaged.
Should be located just in front of the radiator near the headlights. One on each side.
have you tried turning the ouside dial on headlight switch that dims the gages bright or dull had a similar problem with 98 corvette no dash lights or hvac or running lights turned out to be multi function switch (headlights turnsignals)
Check the fuse for the headlights. It is probably open.
