I am having this same problem. The lights for the license plate don't work either. I have had two mechanics suggest to me that I replace the HeadLight Switch. I am thinking about ordering one on Monday.
The brake light switch is under the dashboard, attached to the brake pedal. Try the break pedal, up underneath the dash. This is usually a switch which will open with the lightest pressure on the pedal, which is why some people's brakelights are on all the time. Driving with one foot on the brake pedal means driving with your brake lights on. Which increases the reation time of the the following driver. (End of Sermon.)

If your parking and dash lights work- check the bulbs they are double filamented with the larger being for tailights

No , the rear brake lights do not turn on when you use your parking brake , just the brake light on your dash is supposed to come on
on the brake pedal under the dash is a brake light switch. that when you depress the brake it turns your lights on. you might wanna check that

I found under the drivers dash on the brake pedal the brake light switch to be faulty. It can operate the tail lights but not the center brake light replace it. This was the case on my 90 vette.
