simply put you can't if it is idleing not normal their is a problem surging/hunting idle=fuel pump/filter high idle =vacuum leak or sometimes fuel pump
YOU CAN'T. It is NOT ADJUSTABLE. The idle is all computer controled.

The 1988 Honda 350 carburetor adjustment screws are on the side of the carburetor. There also is an adjustment screw on the very top of the carburetor.
Any alternator will charge at idle.

The biggest screw on the side of the carburator, with a spring through it is the Idle adjustment.
It is not adjustable, sealed from the factory. DO NOT FULL WITH ITThere is no conventional idle adjustment for the TBI motors, but if your willing you can advance or retard the timing by rotating the distributor housing a couple of degrease, but not to much. This will raise or lower your RPM a bit.
