There is a screw used at the factory to fine tune the idle. if you tamper with it you could make the engine start surging or make a check engine light come on due to an override.and the computer on most OBD2 cars will compensate, setting the idle back to where it was before you adjusted it. If the engine is idling rough or too slow you have a problem that's in the ignition or fuel system or a mechanical problem. Some tips: If the idle drops noticeably when you put it in gear with an automatic suspect the Idle air control, if it's running too fast it could be a binding throttle cable, or air getting past the IAC into the upper intake.
