Emergency procedure:
Hi, I assume that this is a regular tie rod. The removal will require some brut force. There is only one nut holding the tie rod end to the wheel but even when you remove it the tie rod end will not come off. To get it off you should Slacken the nut, DO NOT remove the nut completely, then use a big hammer and hit the metal holder into which the tie rod end is fitted (i.e. the metal that protudes from the wheel/hub) After a few blows the tie rod end will become free. You can now remove the nut and take the tie rod out.
For a less violent approach:
Some places like autozone will lend you a puller that is easy to use, or a 2-prong slanted fork

Properly install inner tie rod boot (you can use a zip tie on part that attaches to rack). Install outter tie rod and use the same amount of turns that you counted during removal (this will help with alignment). Install tie rod to steering knuckle and use a new cotter pin. Put wheel on and get an alignment.
