The most commonly reported problem or issue with the Honda CRF 150 seems to be starting it. There are known issues in the difficulty starting the bike.
Seems like the junk syndrome. Buy a Honda
I have read it is a problem with the ignition coil.Even if the coil seems O.K.
I believe the dealer has a TSB concerning this problem-seems to be prevalent in this Model
Check your air intake, maybe your car cant get enouhg air at lower revs due to a blockage in the airintake?

Honda tachometers are notoriously sticky. Almost every one that I've seen does what you describe. Yeah, but what's his problem? I have a '92 Prelude manual tran. with maybe the same problem: tach. fluctuates upon deceleration, but no noticeable actual change in engine rpm's. Acts like a loose wire or connection. Also doesn't happen when engine is cold, but once warm starts fluctuating for about 20 minutes...then goes away. Engine seems to run fine all of this time, but it's distracting.
Isn't easy- I replaced mine about a year ago. Took about three hours, the whole front bumper has to come off. If you keep up with all of the screws and have patience- shouldn't be a problem. I'll second that, had a look at mine to clean around them and its one of those jobs i wish i never started. Checked here to see if i missed something but its the only way it seems.
It seems to be a common problem with alot of Honda vehicles for the climate control fan to stop working, it is most likely either the blower resistor or the blower motor that will need replaced, I have had the same problem on my 2004 civic and it ended up being the blower resistor wich for some reason can only be purchased at a Honda dealership, good luck and hope this helps you a little.
One fan only comes on when the A/C is activated and runs continuously as long as the A/C is on. The other fan only comes on when needed to cool the engine down as in city driving.
The best way to get to it is to take out the center consel. It seems like a hassle but its not that bad. I had to take it all out when I put in a new CD player. The trickiest part is getting to the screw that holds the shift boot cover to the consel. Once that stuff is out of the way, everthing will be easier to get to.
SRS (Supplemental Restraint System) or Air Bags. The light is on because there is a problem with the system. Take it to your dealer. This is not a DIY repair. I had the same problem with my 2004 CRV - the dealer replaced the SRS switch at no charge....seems like it may be one of Honda's "secret warranty" issues, but I'm not complaining, the switch is expensive!
