Sounds like the contacts are worn or burned for the ignition lock assy. Autozone has an ignition switch assy. but depending on whether you have a manual transmission model or automatic transmission there's a big difference in price.

There should be a switch that has three positions, one position to have the courtesy lights come on only when doors are opened, another position to turn courtesy lights off completely and another position to have courtesy lights stay on continually.

My 2004 Endeavor does not. However, I like the idea, and the lights turn off when the ignition switch is in the lock position, so I leave the headlights on all the time.
Had the same problem with mine. Jiggled the headlight switch and now they work. I suspect the headlight switch is going.
What year and model? Under what conditions? The dash lights are designed to stay on in certain models. Saab 900s from about 1987 on will have dash lights come on any time the ignition switch is in the ON position, whether or not the headlight switch is turned to ON.
fuses are ok. replaced ignition multifunction switch and hazard, turn signal, cruise etc. switch. checked grounds. hazard lights when ignition is off but not in the on position. thanks Joe lapointe
Ignition swiitch is not returning all the way back from starting position. Try turning the switch by hand if not you will have to replace the switch.
Typically this happens when you turn the car off and the keys are still in the ignition.
