On my 1991 , it was in the trunk , just on the other side of the taillight area , covered by an oval shaped rubber plug
If it has one it will be in the trunk on one of the side supports.
The shut off switch is in the nearside (Passenger) scuttle somewhere near the fuse box.

look in the owner's manual, also, the inertia switch may be thrown
My 93 Escort GT had the fuel cut-off switch in the trunk, driver's side.
It is located behind passenger side kick panel.

If I remember correctly , on my 1991 LX 5.0 L it was in the rear of the trunk under a removable rubber " plug " , your 1993 should be the same

It means the fuel pump shut off switch has been triggered. If you need to re-set the switch, it's located above the passenger side tire in the trunk, behind a panel.
