Make sure you have the right bolts. They should go in by hand with no issues.
If it is a whining noise, the vehicle is low on steering fluid or the power steering pump may be going bad. If it is a clicking noise, the CV joints may be going bad. Repair of the power steering comes in two types: fuses blown and more serious stuff. Fuses blow: incorrect jumping of the ION can result in the power steering fuses blowing. Depending on the model, you will have either 1x60 fuse, or 2x30 fuses under the hood in the fuse box. Replace and voila: power steering! Other more serious stuff: my Saturn, however, had the more serious stuff. It appeared to be a short in the steering column which would result in the steering going out with a quiet click whenever the wheel was held in a certain position. Unfortunately, that position was straight ahead. I contacted GM about this and they would not help. Service requires the replacement of the steering column, at about $1000.
It is under the power steering reservoir and can be removed by removing two bolts. It has three hoses going to it
Remove the lower dash panel and steering column cover. Disconnect all harnesses going to the column. There is a metal bracket attached to the steering column with brass-colored bolts, and attached to the underside of the dash with chrome-colored bolts. Remove only the chrome bolts. They're fairly long. Once completely removed, the entire steering column will drop slightly. Now pull back the plastic boot from the bottom of the steering column and look for the small bolt securing it in place. I believe it is 11mm. Loosen the bolt only enough for the column to slide out.

EGR valve is located between the head and battery. Its a cylindrical shaped part with a connecter going to the top of it. Its held on with 2 13mm bolts.

Have the wheel alignment checked. If you've jacked up the suspension for better ground clearance you might have upset the steering geometry.
