Check the fuses.
brakes and running lights have separate fuses. check the fuse then check the brake light switch under the dash

First, check the tail lights. Turn on the headlights and see if the tail lights come on at the same time. If the tail lights come on but the dash lights don't, it's probably either the switch or the bulbs. If NEITHER come on, it could be the switch, the fuse and of course, still the bulbs.
The fuse box is under the dash, below the steering wheel.
I don't know if it's standard on all of them, or if it's just available in Canada. But I am living in Calgary, and own a 1990 Ford F150. And mine has daytime running lights.

You change it from under the dash. Get a manual from a parts store and it should give you the procedure.
Check the fans on the radiator of the 1993 E-150 Van. The fans are supposed to turn on when the engine need cooled after reaching a certain temperature. This is usually due when the car is idling at lights or driving at higher speeds.
Do you have lots of paper or other debris/refuse on the dashboard?
