1995 Jeep Grand Cherokee Limited and the VCM says rear bulb failure you replace every bulb on the outside that you can replace with the proper bulb as per the owners manual its still there?

BE sure to replace rear side marker lamps (194) in upper side of each taillight lens..They are hard to see and I had the same problem. Replaced both ( one on each side) and failure report cleared.
