It is in the fuel tank. First thing make sure there is no open flames or hot water heater near by,then disconnect the negative battery cable ,then raise the rear of the vehicle and support with jack stands,remove the fuel tank filler cap,disconnect the fuel tank lines and drain that is left in the gas tank into a metal or plastic container. when draining the fuel use a siphon kit of some sort,don't use your mouth to start the siphoning action, then remove the screws retaining the filler tubeto the body, disconnect all wires and hoses from the tank ,then remove the mounting bolts or nuts ,then lower the tank slightly and remove the filler tube.then lower tank further and support it while disconnecting the rollover/vapor separator valve hose. then remove the fuel pump that is in the tank. then to remove the pump from the tank remove the locking ring in a counterclockwise direction(with a hammer and brass punch). then have both pump in hand and remove old pump with new pump ,marking your wires the way they came off,and replacing with new hose and clamps, and re-installing in reverse.

There is not a fuel cut off switch on a 1995 caravan. The fuel pump is electric and when the engine is not running or being started the fuel pump is shut down. So no need for a fuel cut off switch.
