I have the same problem with my 96 Explorer. After pulling ABS fuse it has stopped. This is a quick fix as it causes the ABS light to stay on and disables the ABS system, however it does get rid of that annoying pulsating. I'm still in the process of checking wiring, connections and sensors. If you don't have a lot of time my suggestion is take it to a dealer who can narrow it down to a sensor or controller. I was priced anywhere from $75 to $1,200 depending on cause.

More than likely it is low on refrigerant and the compressor is kicking off on the low pressure switch. After it is off for a few seconds the low pressure switch resets and starts up again, runs a few seconds and off again. Continuous cycle of off and on.
There is a problem with the air bag(s) system. You need to have a shop plug in a diagnostic scanner to read the code(s) and make repairs.
