I am having the same problem. It's as if the locks are frozen but it's summer.
Unlock ALL doors with key, start with back cargo door
You should be able to get in the Explorer , lock the doors if you wish , and then start the vehicle . That's what I do on my 1995 Explorer XLT
I WOULD LIKE TO KNOW HOW I START MY TRUCK I PUT THE KEYS IN THE INGNTION AND I HAVE TROUBLE STARTING IT I BELIEVE IT HAS SOMETHING TO DO WITH THE SAFETY LOCK

these dodges have a problem with the security system lock all doors with key and then unlock all the doors with key and the car will start

if the motor is spinng over then starter is ok
lock all the doors and open the car from passanger side. unlock all doors on passanger side and presto!! your car should start with no problems

Close doors and from the outside unlock the passenger side with the key
You can get a cheap key made at the hardware store but it will only unlock the doors it won't start it because it does not have a chip in it. mike
try locking the doors and using the key unlock the passenger side door
