Broken It's not broken. Just simply forgot to plug in one of the small cord into the starter. Engine starts after that. Just remember and make sure all wires/plugs are plugged in once the job is done.

Electrical radiator fans are thermostat controlled, and won't start unless needed. With a bit of skill you can bypass the thermostat and test the fan itself, but testing the thermostat is a bit trickier.

The engine in your Accord is an interference engine. For that reason alone, it is critical the belt be replaced correctly. Do it wrong and there will be severe engine damage as soon as you start the engine. Therefore, I recommend you have the belt replaced by a professional. This is not a job for a novice.

The Main relay, under the dash (driver side) must be replaced!! This will solve the problme for 99.9%.
