Brake lights and turn signals are on a separate circuit from the tail lights. Tail lights are on the same circuit with the dashboard lights.
If the dashboard lights aren't working either, check the fuse. If they ARE working, check the headlight switch.

Answer Usually when the flasher blinks rapidly it's about finished. Try replacing the signal light flasher and see what happens. If you still don't have Brake Lights start looking for a short.

Substitute a test light for the fuse and remove each socket and bulb until test ligh goes out that will tell you which area is shorted to ground Then you can replace socket, wiring, etc in that area only

Before you take the Chevy in for a diagnostic test, you can look at the fuse box and see if the fuse is burnt for the brake lights. I just had the same problem on a 2003 F150. The problem turned out to be a sticky relay box near the steering column. I could hear it so I initially dismissed it but I decided to whack it a couple of times and that did the trick.
