It's loose. Find the tensioner, and adjust it.
The battery light indicates that the battery is not receiving a charging current. You may have a bad alternator or a broken drive belt (if you have a broken belt you'll have overheating and power steering problems too, though).
Signs of your battery exploding can be swelling overheating and a hissing noise
sounds to me like the serpentine belt is broken or so worn that it needs replacing lift the hood and check that the belt is still even there
My 97 explorer has a battery saver relay in the center of the dash, between the steering column and the radio (closer to the radio) its by the big computery looking box thing with a bunch of wires coming out of it (that box thing by the way is the Generic Electronic Module, or GEM, which you'll want to know if the battery saver relay is not the problem). The system should be about the same in 95-99 (I think).
