1998 jeep grand cheeokee the dome light will not go out when all the doors are closed you have to pull fuse 16 to remove the voltage from the lights can the hazard relay cause this?

I have the same problem. You need to replace the interior light relay located above the fuse panel. You have to pull the the kick panel off to get to them. It is located on the left side of 3 relays going up in a row. To find the right one, put the fuse in for the lights and pull the relays until your lights go out and that is the one that needs replaced.
