It's either the switch on the column or a stuck relay. I'd bet on the relay. The relays are under the hood in a black box, and are labelled. Pull the relay and see if this extinguishes the lights. If yes, get a replacement at the junk yard. I think you'll find the new part is expensive. I have repaired the switch on the column before. Requires a puller. The replacement switch is expensive, so I carefully took the switch apart while mounted to the column. Make sure you pull battery negative terminal first to disable the air bag.
