Sounds like your low beam will have to be replaced w/new one. You can get one @ your local Auto parts store. They're very cheap.

The blue light is the high-beam indicator. The only reason I can think of that it would be flashing is the headlight relay isn't latching into the high-beam position.

There are three screws. The two diagonal ones adjust the beam. If you unscrew the the bigger one at the bottom the headlight just pulls out from the bottom.
