You have a problem with passive anti theft system. If it's activated light will flash when key is powered on but will not start. It should never flash and start and engine stay on. You need an auto locksmith to check the system, key halo, module and ecu.
If the check engine light is on, there's something wrong with the engine. Or, the computer is bad. One or the other. They don't set a light for no reason.

Please be more specific--there is no such thing as an "engine light". There is a Check Engine Light or Service Engine Soon light. You have to remove the instrument cluster to replace the bulb for this or any other instrument light.

a 1993 ford ranger will hold 5 qts of oil. From the Chilton Ford Ranger guide: A 1993 Ranger with a 3.0 liter engine take 4.5 quarts of oil. The other engine sizes all take 5.0. My 3.0 Ranger takes 5 quarts, Chilton is probably not taking into account of the oil filter.
If you have another light that says Check Engine, then the Service Engine Soon light means to change the oil/filter or perform some other maintenance item as listed in your owner's manual. You will see the other light when you turn on the ignition. If however there is no Check Engine light, this light means there is a problem with the emissions system.
