The 1994 Jeep Wrangler that will not start and is having the auto shutdown relay clicking, is having a problem with the auto shutdown relay switch. The switch needs to be replaced because this is what is stopping the vehicle from starting.
Look for loose connections at the battery, starter solenoid, starter and switch. If all connections are good, the starter solenoid probably needs to be replaced.
Sounds like a faulty hazzard switch. Whrn faulty they can effect all other lights on the vehicle. The clicking you hear would be a flasher relay. Consult an auto-electician at once.

If it is "clicking" then it only leaves two things. Either the switch is bad or the motor. If you bypass the switch with jumper wires from a battery you can rule out the motor. Switch polarity to reverse direction. If that works then it is the switch. Hope that helps.
