I have never known a Chrysler product to have "driving lights" ("DRL"--- daytime running lights) such as used in GM products. ??
I have never known a Chrysler product to have "driving lights ( or daytime running lights -- DRL-- as ther are referred to by Gen Motors)
Canadian Models do have them, but not American Models.

The right brake light does not work on 1999 Ford Windstar. Tail lights and blinking light works. Changed bulb more than once, changed the plug in where the bulb goes but it still does not work. The tag lights are not working either.

There is a separate fuse for the daytime running lights (DRL). I think there might be a relay also. If the green DRL indicator comes on, but the lights themselves don't, check the fuse and the relay. I think it is in the fuse/relay center by the battery.
