To prevent distractions, the radio volume should be controlled by the driver. However, the driver should not adjust the radio controls while driving. Also, any volume affecting the driver's ability to hear the surrounding environment both in and out of the auto is unsafe.
An artificial passenger (AP) is a device that would be used in a motor vehicle to make sure that the driver stays awake. IBM has developed a prototype that holds a conversation with a driver, telling jokes and asking questions intended to determine whether the driver can respond alertly enough. Assuming the IBM approach, an artificial passenger would use a microphone for the driver and a speech generator and the vehicle's audio speakers to converse with the driver. The conversation would be based on a personalized profile of the driver. A camera could be used to evaluate the driver's "facial state" and a voice analyzer to evaluate whether the driver was becoming drowsy. If a driver seemed to display too much fatigue, the artificial passenger might be programmed to open all the windows, sound a buzzer, increase background music volume, or even spray the driver with ice water.

I'm almost certain that it is system volume, and i think it is what controls a device's volume, or something else to do with volume.

The volume comes from the microphone not the webcam. Unless the webcam has a built in microphone. But even then it's still registered as a microphone and all the volume settings and controls will be in your sound and volume options with the other recording and playback audio controls

You should check your volume controls, someone might of turn it off. Go to the control panel click on Sounds and Audio device. If the settings are fine, then check your sound driver or reinstall the sound driver.
