Bad ignition switch.... took me forever and lots of money to find. Replace it and the fan will be fixed.
If you mean the fan works on high only it's the blower motor resistor.
Hi There, I have a 1999 Suburban that has a fan that works on all settings BUT high. I tore the dash aprt and replaced the switch. It still doesn't work on High. I know this doesn't directly answer your concern but I wriote this in hopes that it eliminates a variable for you
If you are saying the Blower Motor only works on high, then your problem is a defective Blower Motor Resistor Pack. Replace it.
Check the blower resister

It is located to the rear of the fuel tank and behind the rear differential up high.
No you can't play high-end games on high settings, but I think that you can play most of new games in low settings.
There is a resistor pack operated by the fan switch. It has failed. You need to replace it.
Because the leak is high up in the tank.
It's the ignition switch. Replace it. All will be well.
