Aren't the headlights SUPPOSE to come on all at once?? Aren't the outside ones the HIGH beams and the inside ones the LOW beams?? Could be a problem in the dimmer switch.

just the two inside lights the out sidelights are low beam
Do you flip the hi beam switch and it's still on hi beams or no head lights are on in the switched position/ Find the headligh relay and swap it out with a another relay

Any car or truck regardless of make has the low beams on the outside. This is so you know where the outside edge of the car is as you aproach it at night

I think the low beam lamps have two filaments. So it's possible that those low beam filaments in the "low beam" lamps are burnt out. When the headlights are on dim, only the two outside bulbs burn. When the high beams are on then all four will burn.
the fog lights work with the low beams , they wont come on with the high beams
The low beams and high beams are both H7 bulbs. The fog lights are H3's.
Have you checked the drl relay?
