They basically mean the same thing. Fasting is the act of starving your body of food. Starving is the acting of starving something (animal machine e.t.c.) of the fuel it needs to function.

i.e. staving an engine of fuel, starving the brain of oxigen e.t.c.

starvation would be when food isn't being consumed enough to nourish the body.

Malnutrition will happen when the body is being starved but can also happen when the proper nutrients are not being consumed. There are 6 groups of nutrients: carbohydrates, protein, fat, minerals, vitamins and water. It is essential to consume a percentage of each nutrient everyday for overall health, without any of these nutrients a person will be malnourished.

Starvation is insufficient caloric intake to maintain metabolism. Not enough food, in total. Malnutrition is the lack of one or more essential nutrients in food. You can have plenty of food to eat, and still not be getting enough, say, Iodine. Or Vitamen C. Starvation results in death. Malnutrition CAN result in death, but more often results in disease... not enough Iodine and you will get goiter. Not enough Vitamin C and you develop scurvy.

Malnutrition means not getting the right nutrition, you can be malnourished but weigh 200 pounds because you eat only cake and chips. Starvation is when you have no or hardly any food, and weigh like 10 pounds (not quite but you're basically on the verge of death so its hard to maintain that 'healthy but plump' look we normal people have.

Is intermittent fasting effective in weight loss?

Intermittent fasting is when you only eat during a specific period of time. Studies show that fasting can help your body burn fat and help you lose weight. There are many different ways to fast, including eating just one meal a day ,16–8 (fasting for 16 hours and eating for 8 hour), 18–6 (eighteen hours fasting and six hours eating) , 20–4 (twenty hours eating and four hours eating) and 5–2 (five days normal eating and fasting for two days). Intermittent fasting prolongs the period when your body burns calories and begins burning fat. It can take two to four weeks before the body becomes accustomed to intermittent fasting. Water and zero-calorie beverages such as black coffee and tea are permitted during fasting periods. Intermittent fasting can lead to a longer life, leaner body and a sharper mind. What is the difference between fasting and starving? During longer duration fasts (18, 20, 24+ hours) it’s common to think, “I’m so hungry. I’m starving to death.” But, in reality, you’re not starving to death, you are just hungry. Fasting = a planned effort to restrict calories, causing the body to burn fat for energy. Starving= the body no longer has any more fat (or doesn’t have access to it) to burn for energy. Will you be hungry during periods of 16–24 hours without eating? Probably. Will you starve to death. Definitely not. Starving requires a person to go for weeks and weeks without food. This isn’t what intermittent fasting is… I love food. Why would I want to voluntarily give it up? To that I say, Amen. However, you’re not really giving up food. You’re just eating all your food within specific time frames each day (or days). I also love food too, but the benefits of IF are certainly worth noting. A short list of the benefits of IF: • IF is good for improving insulin sensitivity. The more sensitive your body is to insulin, the more likely you are to lose fat and gain muscle. • IF helps promote weight loss through planned caloric restriction. • IF increases production of growth hormone and increases the duration of secretion. • Studies have shown IF to decrease blood pressure and improve blood lipid panels. • IF simplifies your day→ Eating 2x per day is easier than eating 3-5x per day. That's just simple math. What are the drawbacks of IF? • IF fasting has been shown to affect men and women differently. • There is a big mental aspect which must be overcome • Skipping meals without a well thought out plan is a recipe for disaster. Over eating, or just quitting fasting all together, is sure to occur. • Long fasts (over 24 hours) may degrade muscle mass and muscle health. • Adherence to long fasts (20+ hours) is just hard. Medical process for starvation?

There is no "medical process" for starvation. Starving yourself (other than for religious reasons, like fasting for an observance) would possibly be considered a sign of the eating disorder called Anorexia.
