it is your multifuction switch, the 4 way flasher switch shuts off your break lights when they are on. so i would guess they have not been working since the last time you had the 4 ways on. you might be able to take it all apart and clean up the contacts on it a new one at the delear is about 250.00 part only. this happened to me about a year ago. it is not hard to replace but you have to take your whole stearing collum apart and un hook 3 wire conecters. good luck
About the only thing they have in common is the headlight switch. Have it checked out.

Be sure the dash illumination dimmer switch is not turned off.
Probably a blown fuse. What you need to find out is why the fuse blew.
The transmission fluid on a Chevy Blazer can be checked by idling the engine and allowing it to reach operating temperature. The dip stick can then be removed and checked based on the markings provided.

I assume you have checked/replaced the bulbs. Take a cicuit tester and check the wire harness connections under the bumper and around the trailer connector if you have one. The problem must be at that area IF all your other lights are working as you said.
The lights on the odometer on a 1999 Chevy Blazer might not work because of a burned out fuse. They might also not work if the lights are burned out.
The alternator is failing.
A blown fuse can make your dashboard lights to not work in your 1993 Chevy Blazer Tahoe. A burned out bulb can also cause this.
Have you checked the fuses for the wipers? It may be that simple.
