It depends on the car as it can be located on either side of the engines in different makes. The starter motor can be found lower on the back side of the engine where the engine and transmission meet. The starter needs to engage the flywheel which is where the transmission mounts.

It sounds like probably an IAC motor (Idle Air Control motor - or valve or whatever they refer to it as).
If the cooling fan sounds as if something is rubbing against it than the unit should be checked. If there is no obstruction present than the fan motor may be starting to die. These units tend to make loud noises when it is time for replacement.
There is no limit to the mileage that can be achieved on a motor assisted bicycle - if you don't engage the motor.
