check connections to the fan for corrosion, check fuses, connect jumper wires from the battery (12 volt) to the fan(s) to check for operation bypassing the fuses. Fans motors can fail. There are two of them. One costing more than the other. ($70 for both_rough estimate) The entire shroud with motors and fans can be purchased as well. (excess of $240 ) I am not sure about the following. The AC may not function when the radiator cooling fan motors have failed. Additional note: there are 2 different radiators installed on the 2000 century.

Insufficient engine coolant, old and burned out engine coolant, improper heat exchange from the coolant to the ambient air in the radiator (this could be due to blockage in the radiator, insufficient pressure in the cooling system, bent fins in the radiator, etc.), bad water pump, blockage in the cooling system, improper coolant.... take your pick.
