If you're talking about the inside blower motor you need to check the blower motor resistor and or wiring to it as it can cause this problem. Usually the slower speeds go first though. Could also be caused by the dash switch.

Your 2000 stratus has a governer in it's engine computer that limits rpm in high gear, thus limiting top end speed if that's what you mean.
