I suspect problem is related to ignition system coil not properly grounded. Look for loose or corroded chassis ground/shield wires. Did you recently replace spark plug wires? If so, it is possible that they are are not ideally shielded and thus emitting electrical noise which your radio is picking up (static). If the static occurs only when car is runing, it is related to the electrical (either ignition system or battery charging system- alternator, regulator, etc..).
