Usually the interior items don't work with the key in the OFF position. You normally have to turn it one notch back to the accessories position for the radio, etc to work.
If that's not the issue;
Start with the basics and check your fuses. It may have surged or popped a fuse when the cable was reconnected. This is especially true if something was left on when the cable was disconnected.
To go further I would need to know why the negative cable was removed to start with. Was an electrical item repaired or replaced? Was the wiring harness disconnected anywhere else? Was it modified with aftermarket equipment? (stereo or alarm maybe?) Any of these could be related to the problem.
In any case, the troubleshooting logic would be the same. Retrace your steps and look over anything that was moved, removed, modified, or changed while the negative cable was off or just before the problem began.
If all you did was disconnect and reconnect the battery, it should function as normal. That is, assuming you disconnected the ground (negative) first when you took the battery out and reconnected the positive side first when replacing the battery. If you didn't, there's a possibility you toasted your ECM.

I had a CD stuck in the CD player. When I had the battery changed, and the battery was disconnected for about 15 minutes then reconnected, I was able to eject the CD!
Check your wire from battery to starter, sounds like it may have been pulled loose.

this happened to me about a week ago. i guess its some kind of computer problem, i never really figured out why it did it, but I disconnected the battery (only the negative side) and left it that way for about 24 hrs and then when i reconnected the battery it started functioning correctly again.
Disconnect the negative terminal of the battery Leave it disconnected for an hour. (The amount of time it takes to replace the battery). Reconnect the negative terminal of the battery. This works because a transient (voltage spike, noise) is generated when the terminal is reconnected. This is not necessary when the battery is replaced because the negative terminal is normally the last connected. However, when a car's battery dies in storage for example and is recharged with disconnecting the battery, the car might not start because the computer is not running.

Can you be more specific? Was your battery disconnected or did it lose it's charge? If you did not disconnect the computer, it would not need to be reconnected. If your battery was dead or disconnected, simply remove the positive battery cable for about 10 minutes and re-connect it. This should clear your code. Even if the code does not clear you should have no problems with the function of your car.
The computer needs reset. Disconnect the negative battery cable and let it set for 15 to 30 minutes. This will allow the computer to lose power and reset itself when the cable is reconnected. This should fix the problem if indeed the emission light is on because the hose was disconnected.
