If this is a whine that changes pitch with the rpm's of the motor, it is normally causee by your ignition system. If it's an aftermarket system that you put in the best way to cure it is to re-run either your rca's or your power wire so they are on separate sides of te vehicle. The whine is caused by interferance from the power wire affecting the signals on the rca's. If rewiring isn't an optoin or it isn't an aftermarket system, you can go to any stereo shop and they will sell you a filter that will solve this. Hope this helps.

The running lights on the 99 Grand Cherokee are optional they do have a place to put in a fuse inside the engine compartment on most 99 Grand Cherokees. Although does not include the fuse go to a local auto store to get one.
