Most vehicles use a single lamp [bulb] for the tail light, brake light, and turn signal functions.
That lamp usually has two filaments: one serves both the tail light and brake light functions while the second filament serves the turn signal function.
You description of the issue sounds like the turn signal filament is burned out, while the other filament is not.
Another, but less probable cause could be that the conductor [wire] supplying electrical power to the right turn signal filament has either been cut, or corrosion has built up within one of the wiring harness connectors somewhere in that circuit. Corrosion acts to cut off the flow of electricity.
If only the right rear brake/signal light is effected it is not the fuse. Inspect the right rear brake/signal bulb, socket and wiring.
More than likely you have a burnt out bulb at the front signal light, rear signal light, or brake light on the right side.

i have conected the black and red wire to the brake and it works (the brake light that is) and i conected the blue and white to the signal lights each wire being left and right signal and it all works. but when i brake all of the light lights up the red bar for the brake and the orage bars left and right when i signal left or right whiles braking the signal works but the other signal light sticks on with the brake light. so if any one as any idears please let me know thanks
The turn signal wiring goes up the steering column. Turn signal bulbs are also used as brake lights and the brake light signal goes through the turn signal switch. If there is a loose connection or worn wire in the steering column, the tilt would cause problems.

the turn signal switch sends current to the turn signal flasher. it then goes to the bulb. The turn signal switch will turn on the turn signal and when the brake is applied it cancels out the brake light as it is a duel element bulb. 1 element is for brake and turn and the other is for parking lights. you can not have a blinker and a constant feed to the same element of the bulb at the same time.
The 1988 Chevrolet Camaro signal flasher unit is located beneath the drivers side dashboard. The signal flasher unit will be to the right of the brake pedal.
If you have the same bulb for brake and signal, brake light power needs to be interrupted by the signal lights, The brake circuit has to go through the signal light switch so the problem could be there.
I'm guessing you're talking about your turn signal light. From what you wrote I think I'd have to say it sounds like a bad turn signal switch. The brake lights run through the turn signal switch on mostly all vehicles.
