Isolate the problem. Disconnect as much of the circuit as you can, possibly even unplugging the wiring harnes in the back of the vehicle if necessary. After everything is unplugged and/or disconnected, start putting things back into circuit, one at a time and see what causes the fuse to blow. Once you've isolated the problem to one bulb or one half of the trunk wiring, keep investigating that little part. If you look at a problem like that from the overall picture, it's almost impossible to figure out, but take it apart so that you're only working on a little bit at a time. Then you'll find it. Your brake fuse might continue blowing in the 1995 Toyota Camry because you have a wire that is exposed and shorting out. You might also have an issue with the brake sensors.
Are you blowing fuses or are the bulbs blowing? Blowing fuses would be a sign of any wires or metal contacts in your brake circuit grounding out or shorting on themselves. You'll have to check all of the wiring in your brake light/switch circuit to be sure.
Are both your brake lights blowing out? If it affects only one light: it could be a bad light socket, or a pinched or frayed wire that is shorting out.
Just buy new brake pads.
There was a manufacturing problem with the original equipment brake light sockets which allowed many to fail prematurely. Saturn attempted to replace all of the brake light assemblies through a recall campaign. If your brake light assembly has not already been replaced, contact your local Saturn dealer.
