Check for a bad socket Turn signal flasher? Switch at steering column?
check the ground on your tailights R.W: Have you checked the turn signal switch? That may have to be replaced.
Often it can actually be a faulty turn signal!! As silly as this sounds it is quite common. First thing to do is clean the contacts on the turn signal, if you still get high beams and no low beams you probably need to replace the turn signal switch.

If a washer pump was replaced on a Jeep Wrangler and is still not working the fuses should be checked. The washer switch should also be checked as it could also be causing the pump not to work.
Have the battery checked out. It may have a dead cell and not holding a charge,
disconnect battery cables for minutes then reconnect them, this should reset signal in computer if problem has been fixed
Replace the turn signal flasher first under the dash near the column but You may have a bad turn signal switch. On your model, the hazards and turn signals use the turn signal switch assembly. New $300+ ;salvage yard $ 40.00.
May sure the housing is good and not Corroded. If it is Corroded you may need to replace it.
Did you happen to check the turn signal flasher before you installed the switch?
Only thing left is two things: 1. Turn signal switch 2. Wiring between switch and fuses.
If your hazards still work, most likely your turn signal relay needs to be replaced.
Have you checked to make sure the fuse is good?
